Policy Statement On Action Programs For Negro Progress

IPMEDIaTE RELEASE The Detroit Council of Organizations is composed of many concerned citizens and organization representatives assembled for the purpose of
demanding full justice and total equality, under the law, for every citizen regardless to race, creed, color, or station in life. An open invitation is
extended for active participation by any and all groups and organizations that are willing to work together toward bettering overall living conditions for the
people of the couiunity. The Council believes that it can deal constructively and successfully with all problems in our total community by legal and lawful
rueans to achieve its objectives. Under these general concepts, the Detroit Council of Organizations has been formed and will comprise groups that are
basically civic, religious, business, labor, legal, political, educational, social, professional, medical, as well as block clubs, youth groups and grass roots
organizations. Objectives that are of common concern will be pursued. There will be no infringement on individual organizational programs or any attempts to
cause conflict between and among them. The total effort will be structured for effective coordinated actions. There will be a full range of services rendered
by the Council and all will be made available to every citizen of the cormunity. The Council will maintain constant contact with all segments of the community.
An open line of communication will be established in order to keep everyone fully informed on all matters of vital concern. Attention will be focused on
individual problems as well as conditions and issues effecting the masses. As such, the Council will receive complaints and follow with appropriate action
expeditiously. A Citizens Board of Review shall be set up to pursue equal justice through hearings and full use of legal processes of law. The Detroit Council
of Organizations will address itself to the accomplishment of the following major objectives: 1. Adequate housing,-- -f/r, 2. Quality education 3. Employment
at all levels 4. Training in occupational skills, trades and apprenticeship programs 5. Re-organization of the police department with stress on discipline,
rights of citizens, and human relations 6. Addition of at least 1,000 Negroes on the police force 7. Placement of a Negro in every precinct as an aide directly
responsible to the police commissioner 8. Establishment of good police-comrmunity relations 9. Greatly increased Negro owned and operated businesses 10.
Elimination of exploitation and other unethical business practices, particularly as it relates to the purchase of consumer products, insurance, and credit
proceedings 11. Diversified youth programs 12. To strengthen the family unit, make homes secure, provide for employment of men and women, youth and adults,
able and available for work, protect hones from pestilence, and to provide for fuller use of school facilities 13. Increase the availability and utility of
health facilities 14. Guarantee the one man, one vote concept in the election of public officials 15. Establish active self-determination by Negroes on matters
